In 1988, the Institute was established as a Technology Transfer Centre (TTC) with the
mandate of addressing policy issues relating to the transfer of technology. In 1992, the
TTC was renamed the Policy Research and Strategic Planning Institute (PORSPI) and set as a wing of the then Ministry of Industries, Science, and Technology (MIST), to provide technical backstopping to the Ministry.
